Committee of the whole House

A stage where the entire House considers a bill in committee form, rather than sending it to a smaller committee.

A Committee of the whole House is a form of committee stage in which all members of the House may take part, rather than scrutiny being carried out by a smaller committee such as a Public Bill Committee. It is often used for constitutionally important bills, urgent legislation, or provisions considered especially significant.
