A paper laid before Parliament is a document formally presented to one or both Houses, often because an Act, rule or procedure requires it. Laid papers can include reports, accounts, statements, treaties, statutory instruments and other official documents. Laying a paper makes it available as part of the parliamentary record and may start a scrutiny period.
