The Sovereign Grant Bill would set the Sovereign Grant at £99.9 million for the financial year 2027–28. It would also change how grants are calculated in later years by increasing the share of the Crown Estate’s net surplus used in the calculation from 12% to 20.5%. The Bill would give the Treasury a duty, and in exceptional circumstances a power, to change the grant by regulations. These changes would include safeguards linked to the Reserve Fund and require House of Commons approval for some Treasury regulations.
What it would do
- Set the Sovereign Grant at £99.9 million for 2027–28.
- Increase from 12% to 20.5% the Crown Estate surplus percentage used to calculate later grants.
- Require the Treasury to change the grant in certain circumstances if the Reserve Fund would otherwise fall outside specified limits.
- Allow the Treasury to increase the grant for the current financial year in exceptional circumstances, subject to consultation and Commons approval.
- Change when the Bill’s provisions come into force, with most changes starting on 1 April 2027.
