What this bill is about
The Lobbying Transparency (In-house Lobbyists) Bill [HL] would amend the existing 2014 law on lobbying transparency by extending the statutory register to cover in-house lobbyists. The 2014 Act currently requires certain consultant lobbyists to register, while in-house lobbyists are exempt. This bill is intended to widen what is captured by the register so lobbying done by staff on behalf of their employer would be included, alongside the current arrangements for consultant lobbyists.
What it would do
- Widen the existing statutory register so it includes in-house lobbyists, not just consultant lobbyists.
- Amend the Transparency of Lobbying, Non-Party Campaigning and Trade Union Administration Act 2014 to change which lobbying activity is covered.
- Set out the basis for bringing in-house lobbying communications within the statutory transparency framework described in the 2014 Act.
- Continue to operate alongside the broader transparency context described in the current lobbying regime briefing (register plus other disclosures).
