What this bill is about

The Sporting Events Bill [HL] would set up a common legal framework for “major sporting events” held in the UK. It would include measures relating to ticket touting, advertising and trading in designated areas around venues, and preventing “unauthorised association” with events. The bill also includes, for England, transport-planning and traffic-management style powers for qualifying events, and allows the UK government and devolved administrations to provide financial assistance for major sporting events and related legacy or social impact initiatives. Ministers could choose which parts of the framework apply to particular events.

What it would do

  • Create a framework for “major sporting events” that can be applied to specific events by secondary legislation.
  • Include a ticket touting offence (with criminal and/or civil financial penalty options described in supporting materials).
  • Restrict certain advertising and trading in designated areas around venues and address unauthorised activity.
  • For England, provide for qualifying events a transport plan and related traffic-management style powers; also provide financial assistance powers for major events.
