What this bill is about

The Social Housing Bill [HL] would make changes to the right to buy system for social housing in England, including extending the time tenants must have been eligible and adjusting elements of how discounts can be repaid and how properties are dealt with when resold. It would also set out a framework for landlords to take possession action against perpetrators of domestic abuse while aiming to protect victims’ tenancies. The Bill would additionally repeal certain right to buy provisions introduced by a previous government but not implemented.

What it would do

  • Change aspects of England’s right to buy rules, including extending the tenant eligibility period.
  • Create an indefinite right of first refusal for the former landlord when a right-to-buy property is resold.
  • Set a framework for landlords to seek possession against domestic abuse perpetrators while seeking to avoid losing victims’ tenancies.
  • Repeal some right to buy provisions from a previous government that were never implemented.
