What this bill is about
This Bill would require the Leader of the House of Commons to move a Motion in the House of Commons to amend the Code of Conduct for Members, adding a new rule (Rule 9A) restricting Members of Parliament from taking paid work outside their role. The restriction would include limited exceptions, such as paid work that maintains existing professional qualifications (with approval), frontline NHS/social care/emergency services work, or paid work held at the time of election for a short period after being elected. It would also make related changes to guidance on registration, lobbying and sanctions.
What it would do
- Require the Leader of the House of Commons to move a Motion after the Act comes into force.
- Add a new Code of Conduct rule (Rule 9A) restricting paid work outside a Member’s role.
- Set out specific exceptions to the restriction, including professional qualification maintenance and certain frontline work.
- Make connected updates to the Guide to the Rules and add an extra sanction where Rule 9A is breached.
