What this bill is about

The Supply and Appropriation (Main Estimates) Bill would authorise the government’s use of financial resources and make appropriations for the year ending 31 March 2027. It increases the amounts authorised for using resources and for issuing money from the Consolidated Fund, and appropriates resources and cash for current and capital purposes as set out in the “Scheduled Estimates” (the main estimates agreed for 2026-27). The bill also provides rules for how income arising from those estimates can be appropriated, including where amounts are treated as an estimated surplus.

What it would do

  • Increase the authorisation for using resources for the year ending 31 March 2027, split between current and capital purposes.
  • Increase the authorisation for the Treasury to issue money from the Consolidated Fund and apply it for Parliament-authorised expenditure in 2026-27.
  • Appropriate resources and money for current or capital use in line with Scheduled Estimates, including Departmental Expenditure Limits, Annually Managed Expenditure and Non-Budget Expenditure.
  • Set out how income arising from matters in Scheduled Estimates may be appropriated for current or capital purposes, including limits connected to Treasury rules and estimated surpluses.
