What this bill is about
The Multi-Storey Car Parks (Safety) Bill would require higher safety barriers (guarding) in multi-storey car parks, including a minimum height for both roofs and the edges of floors. It would also set rules through regulations for 24-hour on-site staffing of multi-storey car parks. For new car parks, it would require the Secretary of State to update the relevant Building Regulations document within three months of the Act being passed. For existing car parks, it would require guarding to reach the same height within a specified time period.
What it would do
- Within three months of passing, the Secretary of State would update Building Regulations guidance to require 2700mm guarding in new multi-storey car parks.
- For existing multi-storey car parks, regulations would require 2700mm guarding for specified areas by a deadline of no later than one year after the Act.
- The Secretary of State would make regulations for on-site staffing, including 24-hour on-site staffing and minimum staffing levels.
- Regulations under the Act would be subject to a draft laying and approval process in each House, and may include offences and civil sanctions.
