What this bill is about
The Health Bill would provide legislation for major changes to the organisation of health and adult social care in England. It would abolish NHS England and set out transfers and new responsibilities, including commissioning arrangements through integrated care boards and a greater role for the Secretary of State for some functions. The Bill also makes provision for information and technology arrangements, including a single patient record, and includes reforms affecting health and social care bodies such as the transfer of HSSIB functions to the Care Quality Commission.
What it would do
- Abolishes NHS England and makes provision for related staff and asset/liability transfer schemes.
- Transfers most commissioning responsibilities to integrated care boards, with some most specialised commissioning remaining nationally commissioned by the Secretary of State.
- Creates/updates health and social care information provisions, including a single patient record.
- Transfers HSSIB functions to the Care Quality Commission, with consequential changes to health and social care information systems and processes.
