What this bill is about

The Steel Industry (Nationalisation) Bill would allow the Secretary of State to make regulations to transfer shares and/or certain property, rights and liabilities of a “steel undertaking” into public ownership. It sets out when these transfer powers may be used, including a public interest test, and includes rules intended to help affected companies continue operating and manage issues like directors’ roles, termination rights and restrictions on security interests. The Bill also provides for compensation scheme regulations, including independent valuation arrangements, and includes provisions on financial assistance and reporting connected to the transfer framework.

What it would do

  • Define “steel undertaking” and set out when the Secretary of State may exercise “principal transfer” powers.
  • Create regulation-making powers for share transfers into public ownership.
  • Create regulation-making powers for transfers of property into public ownership.
  • Provide for compensation scheme regulations, including independent valuation arrangements.
  • Include further rules for continuity, restrictions on security interests, financial assistance and reporting.
