What this bill is about

The Railways Bill would create a new publicly owned body, Great British Railways (GBR), and set a new framework for how the rail network and passenger services are run. It would also introduce new duties and targets for rail bodies, establish a passenger “watchdog” (the Passenger’s Council), and set out changes to how access to rail infrastructure is decided and appealed. The Bill includes provisions on passenger services, fares and discount schemes, funding arrangements, regulator roles, and powers for related regulations and consequential changes.

What it would do

  • Enable the Secretary of State to designate Great British Railways (GBR) as a public body with defined functions.
  • Set out duties, strategies, and a rail freight growth target, and require certain memoranda of understanding with Scotland and Wales.
  • Create/establish a Passenger’s Council with functions including advice, investigations, dispute resolution, and publishing information.
  • Create an access framework for GBR’s network, alongside an appeals role for the Office of Rail and Road (ORR) in certain cases.
