What this bill is about

The Northern Ireland Troubles Bill would set up and reform institutions and processes to address aspects of the Troubles legacy. It would create a “Legacy Commission” with responsibilities including investigating conduct that caused death or serious harm, carrying out inquisitorial proceedings for certain deaths, producing personal statements for eligible people, and providing a historical record of deaths. The Bill would also make provision for an Independent Commission on Information Retrieval to respond to family requests for information, and it includes rules on information disclosure and protections, plus related provisions affecting investigations and inquests.

What it would do

  • Create a Legacy Commission with roles including conducting investigations and inquisitorial proceedings and publishing findings and reports.
  • Provide for investigations into Troubles-related conduct causing death or serious harm, including decision-making about criminal versus fact-finding approaches.
  • Establish inquisitorial proceedings for certain deaths, with public access rules, witness participation (including via live link), and reporting.
  • Set up an Independent Commission on Information Retrieval to handle family requests for information, with restrictions and offences for unauthorised disclosure.
