What this bill is about

The High Speed Rail (Crewe – Manchester) Bill is a hybrid bill that would authorise and provide powers for Phase 2b works of High Speed 2, including constructing and maintaining a high speed rail line between Crewe and Manchester Piccadilly, and a connecting line from Hoo Green to the West Coast Main Line near Bamfurlong, with related rail and highway works. It also covers matters such as compulsory purchase (including airspace and subsoil), planning permissions, and various enabling provisions needed to carry out and operate the works.

What it would do

  • Authorise works for Phase 2b (Crewe–Manchester) and related ancillary works.
  • Provide powers to carry out works via a nominated undertaker, with further powers for planning consent.
  • Enable compulsory acquisition of land and acquisition of limited rights (including airspace or subsoil) for the authorised works.
  • Include provision for planning and related approvals for the works, plus disapplication/deregulation of certain other legal requirements for Phase 2b.
